Local axis rotation on tire

I`m trying rotate my tire on the local axis like in real life. What controller and what steps do I need to take to achieve this?

One of the local axes should of course be positioned and aligned with the axes of revolution of the tire.  Use a TCB Rotation controller with the Rotation Windup box checked to reduce potential confusion for rotations greater than 360°
