Vault enforce client project file

I am a little confused what the enforce client project file setting in Vault is supposed to do. Here is a screenshot of the setting in Vault:

But when I try to check something out from Vault I am presented with these options:

These project files are all located under $

Any ideas or is this normal behavior?

Enforcing the Inventor Project in the Client is used for Move/Rename/Copy Design operations. But you will get that Project file selection dialog if you are trying to open the file.
