What I am trying to achieve is simply getting linked CAD file to rotate as soon as I import it to REVIT.
I tried all different options with rotating true North and project North and orienting the views.
The linked file rotates but as soon as the Revit model gets reopened the linked CAD file rotates back to it's original location!
I don't want to cheat and rotate the CAD file before importing to Revit.
Have also had a look on

I have two immediate tests to suggest: try Pinning the CAD Link and then try linking it from your local drive (I assume the original is on a network location) and see if the problem persists. This isn't intended to be a solution; just a means of isolating the cause.
brilliant Corey.... after pining the CAD link the issue is resolved...I also tried reloading the file and it captured all the changes in the model without rotating it back to the 1st place... it's great to have you in this forum 😉

My workaround is to change the cad linked view project north and then hit the CAD reload. The cad will move to its correct location.
I suspect the cad rotation only happens in a cloud-based file. Local revit file not tested. Reasons below:
1) the rotation doesn't happen instantly when change the orientation from project north to true north.
2) It likely to happen between 1-2 syncs periods.
The 'solutions' from the website appear to be workarounds. Reason is simple:
A pinned dwg should not be rotated to any angle under any circumstances. The logic triggers the rotation needs debug.
I believe the cad handling ability in Revit is underdeveloped from at least ten years ago till this day.
