It depends. What are you trying to accomplish? Are you trying to get the
repeating detail to repeat directly adjacent to each other regardless of the
scale, or spaced a certain distance apart regardless of the scale?
It isn't horribly bad to create a family to repeat at a specific distance
regardless of scale, but it does take a bit of time to create it and is hard
to fully detail here. You can do it with a family nested inside another
family.
1. Create a new family (Base Family) based upon a Generic Annotation family
and place your graphics or text as desired.
2. Create a new family (Line Family) based upon a Detail Component Line
Based family and load your Base Family into it.
The basics are that you will want to use an Array inside the Line Family to
repeat the Base Family and create some parameters that control how the item
is arrayed.
Use the Annotation -> Detail -> Detail Component function to place the
detail instead of using the Repeating Detail option.
This is a very basic description and is by no means a complete description
of the entire process. However, hopefully it gives you a starting point to
work from to develop what you are after. It isn't as easy as just creating
a repeating detail, unfortunately.

Can I have Repeating Detail that use a Generic Annotation Symbol as its
pattern? The reason is that I need it to display consistantly in different
scales. For now I have to create one for each scale.
