I have installed Revit 2018-2 on my D drive in windows 10 but all the library files installed themselves in the App Data folder of my now bloated C drive. Any reason I can not move my libraries to the D drive in a newly created App Data file?

You can keep your library files any where you want. Just remember to change the path in your places so that when browsing for something Revit starts at a convenient location.
Ah I wish it was that easy. Tried it but Revit tells me the path that I created does not exist. See attached error message and explorer open to the path that Revit says does not exist.

I suggest that you uninstall and reinstall again.

It was that easy for me. I don't know why Revit won't recognize the file path.
@RobDraw I've seen this issue with a corrupt installation.
If all fails, @beacharchitect can do a Clean Install and Uninstall of Revit products

I get that stuff happens with a corrupt install. Hopefully, when the install is proper it will be that easy for the OP.
OK, got it to work...there is no space in ProgramData but there is one in RVT 2018. Just directory syntax.
Hmmm, you manually type the file paths?
