Continous dimension around corner

 Is it possible to create dimensions like in the image? 

Could use detail lines, but would rather not.

Revit doesn't have it because there is no such ANSI Y14 Dimensioning Standard.  I think what you are looking at in your picture is temporary guide linework, placed so that the drafter could place all  dimensions strings at a consistent and uniform offset and spacing on all sides.   Use Ref. Planes not Detail Lines.  You don't want to print these lines on your plans.  They would just be confusing clutter.
