Not able to right click layers (Maya 2020)

Hi, not sure if I'm posting in the right forum (if I'm not please move the topic thanks !)

So I'm working on a rigging exercise, and for some reason I can't add the selected objects to a layer because there is no right click option for the layer available, and I can't find any solution no matter where I look. It very rarely gives me a right click option for a layer but I'm really not sure why it happens/why it doesn't.

I tried various settings, such as removing the 'P' and adding 'T'/'R' on the layer, but to no avail, the right click option still didn't show up. I even tried deleting and remaking the layers from scratch but nothing worked.
