Hi Dion,
This problem is due to a know issue with the IIS7 which is covered by the
Microsoft KB article. Please follow the steps on the article to troubleshoot the problem.
Another suggestion you may want to try, consist in restart the machine after uninstalling all the components that Vault uses, before installing them again.
