Licencing issue updating from 2019 to 2022

Hi,

 

We have 6 x seats of 3ds max design 2019. Our team have installed 2022 with the intention of upgrading but for some reason we're only being allowed to run 2 x seats concurrently. Does anybody know why this might be happening. Under the terms of our subs we can upgrade from 2019 to 2022 for free can't we?
