Allow to add new benchmark ie. haxagon symbol in your dial, so we can add all our European benchmarks Passive house, etc

We've been grooming this story for the last couple of weeks. As the design storyboards solidify I'll post a status update. The leading idea is to allow users to create benchmarks using Scenario functionality, displaying benchmarks as part of the Scenario compare feature, and allowing users to define what benchmarks to display in the Benchmark widget.  @mdengusiak
