osx touchpad canvas too small

The canvas extents are too small on osx when using touchpad, you often get stuck; where depending on the level of scroll; you cannot move your screen at all, this occurs on both brd and sch canvases.

If you want too inspect  the right edge of a board at half zoom, and you want to place it in the center of your focus/monitor you cannot, you wind up having to do the old cad, zoom out, move mouse, zoom back in to set zoom extents, it becomes very annoying, on pc with mouse canvas seems to be infinite almost.

at certain zoom levels you cannot pan at all, it just hits a wall

I have worked around this now and then by placing extra components far far away at x and y to force the canvas size larger.

This issue also exists in the manufacture window to some extent also.

Somehow this is even worse in 9.5.1 on osx, I can barely pan my canvas around to get things on screen, most of the time the zoom out zoom trick doesn't even work. This has to be fixed
