Dragmode for Surface Slope Labels

There are several other things we can use surface slope labels for, but with the slope labels not supporting Dragmode, it is very restrictive of the options we can actually execute.

For example, I could use a surface slope label to label top and toe of wall with being able to use the First and second point of the label.  

Its interesting that the label style composer has options for dragged state, but you can't actually drag the label out.

I can also label for example a curb slope, but often the text conflicts with the curb.  Being able to drag the label contents out, will allow us to move those to the side and make plans easier to read.  In that case, I would suppress the leader line.
