Is it a know issue that when you have a General Note style with a Dragged State where the Display is set to Stacked Text. If Background Mask is set to True. The Mask does not encompass the whole text.
Or have I missed something?

I just tried a general note over two basic lines and it seems to work as expected.
2012 sp 2.1 used.
Interesting. There must be something wrong with my style.

FWIW, Mine is set to zero. Learned something new.
Thanks Jeff. That was the culprit. I hadn't realized that that would effect the mask also. But it makes sense. Just have to edit a few pieces of text to make them stack the way I want. But little trouble compared to the masking problem. I had to use a couple of wiperouts to get the plots out this afternoon. But now I'll erase them and fix up the notes.
Do you use notes for a lot of labeling? We haven't up until now. But I'm getting tired of the Annotative vs Civil troubles. I can deal with it. But I'm not getting it across to others why some thing do this and other do that. So if we can stick to one method it would be simpler. Unfortunately Notes are still a bit Kludgy.

I don't use the General Notes as much as I'd like to. Multileaders seem to do an overall better job at this time, for me anyway. ALthough I do have many notes, that must be on every sheet, for which I've created a style so I can quickly add them.
I tend to use Multi leaders (rightly or wrongly) over Civil Labels as they are much easier to edit etc although Civil Labels do have their uses in the right place e.g. profile views

Allen,
I use Civil 3D notes as much as possible due to the way the wipeout ajusts itself to stay wrapped around the text.
although if i need to copy multiple notes to multiple sheets then mtext works more efficiently.
Thanks for letting me know. I'll see how they work out for us.

I just read this post on copying notes:
Copy General Note Labels between drawings
I haven't tried it yet. But it looks interesting.
The part about renaming the style before copying that is.

Allen,
The issue is the text overrides to not move from drawing to drawing. they always take on the text from the style when moved they lose the text override. I looked at the post link you offered and I don't see anything to help with say 5 note lables that you want to copy to 20 additional sheets. the best that is doable at this time is to cut and paste the contents of the text override notes one at a time as sinc mentioned. Or to explode them to mtext, but if you're going to do that you may as well just start with mtext.
thanks for sharing what you thought might be helpful though.
Thanks Dan. I haven't had time to test it. If something comes of it. I'll let you know.

I tested it and renaming the style does let you copy notes from Drawing to Drawing.

I can see how if you make a copy of the style and paste the contents of the edited text into the new style this could now be a label that can be copied into multiple sheets. But simply renaming the overall style will not save the text override.
another thing i encountered with general notes is not being able to TAB correctly from inside the general note editor.
Please see the attached image where the note on top is the general note label. the dialogue box is how i entered the information in the text editor.
the note at the bottom is the same note done with mtext.
On a side note I still cannot insert an image into the content of this reply. a box comes up with options on where to insert a image from but the upload a file button is greyed out. Autodesk said they fixed it, but I only see a little improvement and not a complete fix.
In answer to your side point, it seems to be working fine here. I'm in chrome.

IE 10 is out. I just installed it yesterday. It's a lot faster. I haven't used it enough to get a feel for any problems. None yet anyway.
