Is there a way to turn off the Graphic picture that is included in the report? If there is I can't find it.

Doesn't look like the report has a toggle for that. It wouldn't take much to modify the code of the report to remove the images or have a toggle option for the images.

I was told by Autodesk to request it as an "enhancement", but it's a bug in my opinion because when you save as/Export to Excel the graphic covers up the cells below. You have to edit or delete EVERY graphic......
When you have MILES of road design this gets ridiculous.

There is an easy fix for this one... Once you copy the html report to excel, select the arrow in the top left to select everything in excel and right-click Copy. From there go into a 2nd sheet, and right-click paste special... from there you can select "Values". What you end up with is exactly what you're looking for minus the images... You're Welcome in advance.
There is now a toggle to include the graphics or not when creating the report. I know it's in 2013, might be in 2012 also.
