Why is Map 3d a standalone application?

With my install of C3D 2020, map 3d is a desktop application. Is there a way I can make it a tab in C3D like before?

Map3D as a desktop application? As a tab? You can try changing the workspace from Civil3D to Planning and Analysis. 

From Quick Access toolbar:

Or from the ‘GEAR’ icon near your clock (lower right corner):
