When I'm in layouts mode, if I try to zoom out the text becomes solid blocks. I'm not really that far so that it becomes unreadable like that. Is there a setting configuration I have wrong?

Welcome to the forum! This might be due to Field backgrounds as you zoom out. Check this article to see how to turn these off, and then see if that helps. Good luck!

What font is used in the text?
Is there a lineweight assigned to the text or the layer the text is on?
Is the lineweight assigned as a plot style?
Can you attach a portion of the drawing with this issue?
May have to do with hardware acceleration
Enter command GraphicsConfig and see if Hardware Acceleration is enabled
Also is 2d Display Settings selected as Advanced or Intermediate Mode
Yes, I believe all is enabled. I have attached my current graphics settings for autocad

I was thinking it was the QTEXTMODE system variable. But after just checking that, I now think I might be wrong. QTEXTMODE now seems to create rectangular boxes instead of the solid boxes. But might still be worth a shot.
Note what this link says:
"This behavior is as expected for certain fonts, such as “Arial” for example. This is not a bug or an error, but simply a typical display behavior for any font that has a bold or blocky appearance. Default fonts such as “Simplex” do not display this way."
"By changing the font used by the text style to a simple font, such as “romans” or “simplex” for example, the blocky appearance of the text will no longer appear when zoomed out." - LINK

I tried that but it does not fix it. It seems like in my case all fonts behave the same. After a certain zoom out distance, they all turn to solid blocks.
now that you mentioned it...I get that too when zoomed way out..
But as I zoom closer a bit then more text shows up

That's your video card/monitor limitation depending on your ZOOM level, nothing you can do about it unless you want to stop using TTF fonts as noted by others (usually not an option for many firms committed to TTF fonts). It's been that ways for a very long time now.
I have to ask though, is it realistic to expect to be able to read lower case letter at this zoom level?

That's behavior is normal. You shouldn't change a thing.
You are plotting to A4. Your text height is less than 2 mm (exactly 1.632 mm). You have a small sheet--very small sheet. Your text height is small too.
As you already know, you may use Print Preview with pan and zoom to SEE the text on your monitor. Considering you draw mining activities, do you also plot to A4? If you do, then you use taller text, correct?
