I don't really see anything that would cause the path to change but, if as
you say the project file might not list the full path, then AcadE uses a
search sequence. So depending on if it finds a file or the search paths in
each project or AutoCAD itself are different, the path may seem to change.
Here is the search sequence:
1) Full file name if supplied
2) path given in wd.env if defined
3) if WD_ACADPATHFIRST defined in wd.env then searches AutoCAD defined
support paths
4) user folder
5) project's path, i.e. path the active .wdp file is in
6) if WD_SUP_ALT defined in wd.env then searches it
7) support folder, default is \Program Files\Autodesk\AcadE 200#\Support
8) program folder, default is \Program Files\Autodesk\AcadE 200#
9) AutoCAD defined support paths if not already searched in #3 above.
So, you might try when someone is finding the wrong one, or not finding any,
to add the full path in the .wdp file. You can run this at the command line
to see what file it will find at any time.
(c:ace_find_file "ACE_JIC_MENU.DAT" nil) substituting the actual menu name
if different.

Right now my AutoCAD installation is set to look at the networked icon file,
and everyone else is set to look at their local harddrive.
When I first click insert component, it reads the networked icon file path.
I am changing it by right-clicking on the project and selecting properites.
After looking through some older projects, the project .wdp file only
contained ACE_JIC_MENU.DAT, not a file path. Since I have been playing
around with the menu, my newer projects list the path as well.
I do rememeber whenever we have problems, when I go to fix the icon menu I
right-click on the project and select properites. Under 'Schematic Icon
Menu File', no path is listed; just ACE_JIC_MENU.DAT. Correctly pointing
AutoCAD to the right location will change it so that the full path is
listed.
The project is not shared. We do have one main project, and when starting a
new project we goto Projects->Copy Project and copy all of the settings.
I am trying to be as thorough as possible, hope i am not confusing you.
