Tangential edges in exportlayout not visible using 2016

When I export a layout to model space (EXPORTLAYOUT) in 2016 no tangential edges are created.

If I try the same from 2015...

Obvious answer is use 2015 - but using 2015 for 'this and that' and 2016 for most other things is not a useful workflow...

Does anyone have any idea on this - any 'sysvars' that could be causing it?

It appears that what is happening is referenced in another post.  There seems to be a *bug* in Autocad 2016 were the "exportlayout" command no longer exports ellipses properly (which is what your tangential edges would be in the export).
