APPLOAD > Startup Suite?

May I ask what type of "application" you're trying to load?

It's Bentley Autoplant Piping.

I have no experience with Autoplant, but I would imagine it has it's own installer.  I would look for Bentley's documentation.

Configuring AutoPLANT is very finnicky on start-up, loading, workspaces, and the like.  Its best to use it with the OOTB.  PITA for configuration, for sure.
