this LSP code

works.
(I have scores of commands that follow this LSP netload format.)
unless I insert a block. (for example from C:\AAA-Stuff).
which in that case I will get the following error on the command line:
The system cannot find the file specified.
File name: 'file:///C:\AAA-Stuff\Acad Auto-KPFFobjectARX_ProjectsDLLvbPaste.dll'
note the difference in the file path.
also, when I first open autocad & I'm in the default drawing1.dwg,
I'll get the same error with a different path:
The system cannot find the file specified.
File name: 'file:///C:\Users\ssomick\Documents\Acad Auto-KPFFobjectARX_ProjectsDLLvbPaste.dll'
actually, the only time this works, is if I open a drawing from the network. if I subsequently insert a block, or open a drawing from my C: I get similar file not found errors.
anyone know why my path is getting mutilated?
