How to prevent block redefined

Hello, I don't want user to be able to redefne a certain number of blocks. How should I do that ?

I know I should start an event handler for Block commad  and  then collect all objectids in block table before changes ,

then and object id modified event.

but don't know what to do next.

Anyone can help ?
