Can you set the PLM 360 Tenant home to a default view?

There is not a setting to set an overall default view, the site logs in to the home view.  Be sure to leverage Bookmarks to quickly link to your most common items.

Can you set it so that the dashbboard charts are always visible on login?  We want them to be a visual reminder for people.  If they're out of sight, they're out of mind and people won't always remember to expand the section.

At this time there is not a setting to make "My Dashboard" visible at logon.

This is a great idea. I would suggest you post to the PLM 360 Idea Station where you will be in direct contact with the PLM 360 Development Team. Please include how valuable a business need this is to you and your team and the feature will be considered for a future release.
