I have a drawing that was drawn in MM, I re scaled the drawing by a scale factor of .03937, when I check the dimensions it appears that it is still off by around 5"
You are close enough that 5" (1237mm) just means the wrong MM dimension was used for the object you are measuring perhaps: what bare you measuring, and where?
I drew a line and re scaled the drawing, it was a PDF file convertered to a DXF and it was off by 5 ", so I just Re scaled the drawing and it came out perfect, small learning curve
