I'm trying to model two wheels, connected by a lever, revolving. When I try to add the final joint, joining the lever to the out rim of the two wheels, I get a conflict. It doesn't actually tell me what the problem is though.

You don't really need any of the explicit joint origins. Once you select the joint command from the tool bar or menu Fusion 360 will create implicit joint origins in the creation of the joint.
You can then. use rigid joints to install them Axels into the Ground an Wheels and use revolute joints for the the rest.
Doesn't that do the same thing though? (Just saving me a few mouse clicks?) Id still end up with exactly the same joint origins in the same places.
I'd created them explicitly because I'm terrible at keeping track of what's what and that way I can name them with something that means something.
Actually, I have just wondered whether this is possible. I haven't actually seem mechanisms that have circular references being simulated, just non-circular.
Is this a losing battle?

The following Screencast video shows you what your problem is. You've created a system that can't work. Even if you forced these parts together in the real world, it would bind up.
It's not a losing battle. Of course it works easily if you get your center-to-center distance between the holes of the grounded base and between the holes in the lever to be the same.
