Visibility States of Dynamic Block

Is it possible to let the user select one of the visibility states of a dynamic block when inserting with an autolisp routine?

Yes, but not while inserting. You need to get the visibility states, display them in dcl or at the dynamic command prompt and ask for a selection, then insert the block and change the visibility state.
