Tool palette groups not transferring

I have a company CAD setup that copies updated files to users local machine which works fine except for tool palette groups, these are always empty. Any idea on how to resolve this?

If you are trying to share TPs with others @Jonathan3891 the process is a bit longer than just that

Whilst we did not use Tool Pallets do you have a server set up ? If so can the tool pallete point to the server ? We only had one copy of most lisps and menu's all sat on the Server, do an update and every one got latest version next time they opened CAD.
