Need help lisp change dynamic block to normal block

Hi all, can you help me a code to change dynamic block (Block 2 in drawing with stretch parameter) to normal block (Block 1 in drawing) and fit scale x, y to parameter of block 1, please see picture attached.

Thank you, but I'm find the way to insert and scale normal block fit to boundary of dynamic block, its look more complicate.
