link issue (release) to parameter so title block modification box moves

Can the d1 parameter be linked to the block value 'Issue'?

The 'issue' is a block attribute provided by the data management system.

The idea is to position the 'mod_box' depending on the attribute 'issue'

Maybe position an unused 'mod_box' off the page?
