Linetype Not Displaying Properly

I have been wracking my brain trying to figure this out...it is a specific drawing issue.  We have design files and layout files, the design files are xref'd into the layout file.  The linetype that is being weird is our Treeline.  It displays fine in the design file, the linetype looks fine in the legend of the layout...everything seems to be loaded and fine.  However, the linetype is only showing up as a dotted line in the viewports and modelspace of the layout. I have checked all the scales, I've reloaded, I've reattached, I've purged, audited...What am I missing??  (next step will be to wblock and recreate sheets, which I'd rather not do if I don't have to)

 

 

Im using C3D 2015.

There are a number of linetype variables that must be consistent among a set of drawings.  LTSCALE, CELTSCALE, PSLTSCALE, AND MSLTSCALE.  You should compare (especially msltscale, ltscale, and psltscale).

Architect, Registered NC, VA, SC, & GA.

I checked all of these, it is only one specific linetype. I worked around by copying it into our layout file but that was only a temp fix.
