LAYOUT TO JPG

Hi,

When I using JPGOUT command in  layout (AutoCAD), Layout entities only converted into jpg format. Model entities are not converting. Is any system variable or LISP to convert both model and layout entities to be convert into jpg.

You have to miss something.

Command: JPGOUT
Select objects or <all objects and viewports>:

This print all of it incuding viewported model objects.

Regular _plot works same?

BeekeeCZ is correct.  I would go with the Plot option and choose AutoCAD's built-in JPG-Web.pc3 to create a jpeg file.
