layer properties manager doesn't show full words, text boxes intersect

Trying to do a project and the layer properties manager is being stupid.

not sure if you can see, but it doesn't display the entire text boxes, just cuts them off at about 2/3 as seen in all the blue circled parts in the first picture.

here is a better view of what is looks like.

also the taskbar on the properties manager is flipped 90 degrees for some weird reason.... any help?

Are you using a 4K screen and increased the text size in windows settings more than 125%? If so, reduce your text adjustment to 125% or less.
