Insert a block from tool palette then edit it(with special command)

Hi,

We want to do same thing as P&ID insert a block from tool palette, such as control valve block, after insert it then edit it.

the main idea as following:

1. we create a special command(HNPR) for assign block attributes from a relevance excel. there are many block's attributes list of this excel, can filter attributes by block name, see the attachment of command dialog.

2. Insert a block from tool palette, then call HNPR command, it should get the block name that inserted and filter and display this block attributes list, then the use select one row to assign the block attributes.

Our problem is:

1. how to define the command of the insert the select block in Tool palette, we can't find define a lisp or a command in the block property of block.

2. how to link the command with the insert block
