I need a simple lisp guys

I seriously need a lisp .. I have an excel sheet with 2 boints in each row ...its about 1000 rows ... each boint is as x,y (comma delimited). I need to draw a ploy line with each row on cad . each poly line starts and ends at those 2 point. one more thing ... I have some texts as well need to be inserted above each poly line parallel to the poly line it self .

That sounds achievable, but can you post an example of such a spreadsheet file [with just a few lines]?  How such a routine would be written would depend on exactly how the lines in the file are structured.  And is the Text part also in that file, such as perhaps a further entry on each line following [or preceding?] the point-coordinate entries?  Or is it coming from some other source?

When you say "comma-delimited" are you saying that the file is not an Excel spreadsheet, but actually a .CSV file?  That would make it easier on us.  As @Kent1Cooper requested, please post a sample file, but only several lines as we don't need to see 1000 lines.  If there is a header line, please include that too.
