How can add the RECOVER command n Icon to at start "Quick Access Bar " as shown

This will appear when a DWG is started but I am talking for START UP "quick access tool bar"

at quick glance there is no such capability.

That is not open for users to change. Sorry.

You can ask Autodesk to make that a user option in future versions right here
