I'm sure you could have it draw automatically if you learned some AutoLISP. It is a very capable programming language for AutoCAD.

I suspect you'll need to purchase an add-on like this http://www.designmaster.biz/products/electrical/index.html

If AutoCADMEP or AutoCADELECTRICAL (free with current subscriptions) do not have those abilities built in.

Agree if you pay enough money can probably have what ever you want. But would start with Autocad Electrical or some one elses add on.

What you want is not a 5 minute job. 

There is no problems in getting excel to draw in autocad, here is a sample. It has a few simple macro's showing how to draw objects.
