It is possible to create a code that create multiple dwg files , creating some drawings within those files .
Not as you literally describe. You could "draw the stuff", the select "the stuff" and WBlock it out. Then delete "the stuff" and XRef in the DWG you WBlocked out.
Yes it is , please be explicit and upload the dwg , and the dwg to do from such first dwg
