Control the display of the scroll bars

Anybody nows what system variable controls the display of the scroll bars? I need it to add it to starup::

I use acad 2013-2015

Hi...

     Type "OP" in command bar...then a dialogue box appears....click on "Display" tab in dialogue box....U will find a option "Display Scroll Bars"....Tick that option...It might solve your problem...

     I am attaching a screenshot of that for clarity....
