Can't Edit Keyboard override in CUI

I am trying to edit the F11 keypress action in CUI> Main Menu> Keyboard Shortcuts> Temporary Override Keys:

Unfortunately the code in the information area is grayed out and can't be edited.  Is this because it is inherited from the ACAD Partial Customization File as indicated by the Source column?

If this is the case, do the last commands loaded (those at the bottom of the customization file tree) take precedence?  If so, is it best practice to delete any keys above them for clarity?
