Block counts and adding leaders

Hi there I'm trying to see if there is a way to count blocks with attributes and combine them in a table  with the attributes in the drawing.

another thing I would like to see if there is a way to link a mtext with leader to a specific block and when you move the text around the block the leader will not detach from the block. the text will be like the one attached in the handhole block in the attachment. please see attached.

As far as I know, ACAD only can edit DWG.

Hi there, here is a sample of what I need. can the block be extract into a table in cad with a sample miniature image and attributes.

for the note next to the HH can that be attached to the block and when you move the note, the leader follows the shape of the HH.
