When i click on vehicle tracking it doesn't let me use any of the features

When i click on vehicle tracking it doesn't let me use any of the features and i click on all of the little tabs at the top within the main vehicle tracking tab. but it doesnt work and the click doesnt open or let me use any part of the software. The rest of my AutoCad is working, just not vehicle tracking. I have attached a screen recording with the problem at hand. No error messages or pop ups display.

When you type in CUIUNLOAD, is Vehicle Tracking in the list?

Try uninstalling and reinstalling.
Have a look at resetting your version settings first, see if that helps (under start menu):-
