C3D as AutoCAD - English No Longer Starts Right after Installing Vehicle Trackin

I run C3D and Vehcile Tracking is part of the license package so I installed it. Now AutoCAD is broken. the shortcut target for AutoCAD is: "C:\Program Files\Autodesk\AutoCAD 2018\acad.exe"  /product ACAD /language "en-US"

At first on start it didn't load acad.cuix right, so I restored it through CUI. I had the CMDDIA set itself to 0. Layer manager doesn't work right. I get a "Unable to find main dictionary. Could not start speller." error when I run CUI, but then CUI works after OK'ing the error away. When I try to start the layer manager I get command line options, but no layer dialog. In the CUI the main customization file is VEHICLE TRACKING - which led me here and why I think it is the culprit. it thinks its C3D I think? See below from when it starts. 

What do I need to do to restore vanilla AutoCAD operation?

Type VEHICLETRACKING to load the Vehicle Tracking menus

Not sure what is happening here, one thing to try is to tell Vehicle Tracking not to attempt to edit the ribbon at startup.

This can be done with the VEHICLETRACKINGSYSTEMSETTINGS command

Uncheck the Force menu to be visible option, close, and exit Autocad. It will not fix the issue but will remove Vehicle Tracking from your investigation.
