In AutoCAD 2000i, when I have my SaveAs Option set to R14, the thumbnails it
creates are not viewable.
If I save from R14 (as R14, of course), or save from 2000 as 2000, the
Thumbnails are fine.
I too faced the same problem initially but then after closing the drawing
(one which is saved as R14), I was able to view the thumbnail.
