Attribute Position

Assuming an attribute position is not locked a user may move it to a more
suitable location.
If ATTSYNC is used then the attributes revert to their default positions.
How can I read the amount the attribute has been offset?
I can get the attribute reference insertion point and compare it with the
block reference insertion point.
But there appears to be no way to do the same for the block defeinition, or
is there another way?
