Animating a PLOT and link it to a Visual Basic Program

Hi...
I'm just new in using AutoCAD. Currently I'm using Autocad2007.
My question is that:
1.) I have plotted a map of a village and I would somehow animate it, is it possible I could do that? How?.
Plan : If a click a certain LOT it will either change color (so that it will change status) and may able to add information to it.
2.) My colleague developed a system (under visual basic and uses either Ms Access Database engine or Ms SQL Sever)that can creates sales transactions and monitor what are items have been sold. Is it possible that I could be able to throw data that I wrote from the map that I plotted and animate going to my colleague's program?
Plan : Once the data is thrown to my colleague's system, it will update customer's info and items/LOT info
