add all objects on layer to selection set?

How would I go about using code to add all the objects in a layer
to a selection set?

Let's say I have 4 layers, 2 (TopLines and BottomLines) with many
lines in them and 2 (TopFaces and BottomFaces) with 3dFaces
in them. I wish to add all of the objects in each layer to its
own separate selection set.

I've checked the selection set threads here but they don't seem
to cover this.
