Improve Markup Review workflow

Issue :
Electronic Markup is only available on Change Orders.

Request :

1. Ability to do Markup 2D or 3D file that dispaly in the Preview window ( Outside Change Order )
2. Set the Markup Filename to the original filename + Username.dwfx
3. Ability to save the Markup back to Vault into the same folder as the orginal file.
4. Ability to overwrite an existing Markup as next version to track multiple markups by the same person. 
5. Ability to send Email notification with link to Markup to groups or individual user
6. Ability to remember location and resize of the View Window ( for second monitor) when reviewing the Markup
