Vault 2016 Basic install on Server 2012R2 fails on download of .NET 3.5 SP1

Attempting to install Vault 2016 Basic on Server 2012R2 VM from tools & utilities in Autodesk_PRDSU_2016_Enu_Win_64bit_dlm. Config is for LMTools

and Vault Server ONLY. Config for Vault Server is all defaults except changed location of SQL databases to E drive rather than C. Install routine passes all ADMS pre-tests and next attempts to download and install .NET 3.5 SP1 from the internet.

At this point it fails. Turned off IE enhanced security, cleared temp IE files, cycled the browser and opened a webpage and it's still failing. Setup log confirms this with 'Installation aborted, Result=1603'. I'm curious what it is that requires .NET 3.5SP1? I'm going to keep working at the connection failed angle and then maybe attempt .net 3.5 install from the server itself. Anyone have any suggestions?

Figured it out so posting to help anyone else who runs into this. Something I found searching the forums and hadn't tried yet. I should mention the specific error provided by the Autodesk install routine was 'An Internet connection is required to install a Windows component. Please connect and re-launch the installer'. Found this Autodesk article indicating one thing to check is if the server is configured for WSUS.

I have a 'member server' OU in my domain set up with a WSUS group policy. I had already moved the server to this OU so I could catch all the MS updates from my local WSUS server. Moved the server out of the OU, did a gpupdate /force from the command line and reattempted the install. This time it was successful. Still interested in what requires .NET 3.5 SP1 though.
