part number <> drawing number

Our company has been using Inventor for many years, without any centralized storage, any filenames nor drawings numbering rules. We want now to fix such rules and define our workflows, prior to implementing Vault Pro.
My question is about IPT/IAMpart number equal or distinct from IDW drawing number.
This topic has been covered in several posts on this forum.
Most answers suggests not to make any distinction between 2D drawing number and 3D part number (bijection), as well as between 2D drawing filename and 3D model filename (for faster drawing opening from model).
Those advices make sense, however, some companies do not follow such simple workflow.
I agree to consider simplified files management, but there must be a good reason to give up with the possibility to base several 2D onto a common 3D and vice-versa.
1) A model can be the reference for one, several or no drawings (injection, example: a part with several variants for roughness requirement, an assembly with sections views for Workshop and without sections views for Sales...). Reversely, a drawing can refer to one or several models (surjection, example: comparative drawing between several layouts...). Considering such cases, 3D model's Part Number and 2D drawing's Drawing Number should be distinctive data. Does this assumption make sense?
If yes:
2) When to assign the drawing number: at 2D file creation? at transition from "Work in Progress" to "Ready" state? at transition from "Ready" to "Released" state? at...? How to assign the drawing number?
3) When filling an IDW's BOM table with drawing numbers, how to retrieve and assign the expected drawing number of an IPT/IAM's which is the reference of several drawings?
4) When creating a Vault item (linked, except my mistake, to a 3D file, not to a 2D file), how to retrieve and assign to the item the expected drawing number of an IPT/IAM's which is the reference of several drawings?
