I would like to make the Thumbnail to better show what I need to see. I would like to control what the Thumbnail is showing.  maybe just show an zoom in of that have been change form this version form the previous version. So If I what to copy an old design ... It would be easy to find the right one ... without having to open them all to find it .

Can I control what the user is seeing in vault Thumbnail ?

The thumbnail is extracted from the file when the file is checked into Vault. CAD products do not have a way to force a specific thumbnail to be saved in the file.

My point is this, the Thumbnail is a property in the file that has an image. For you to control the view, you need to be able to control the view saved in the file Thumbnail property. There is no way to control the view saved in the files Thumbnail property in the CAD product for Vault to extract and display.

Maybe a suggestion would be to add comments in Vault to the files, so that you can look at those to determine if they are the correct files before you copy design.

Doesn't the View Cube determine how the thumbnail image is oriented?

The Thumbnail view is set by the iProperties of the file.

I just tested it and Active Component ISO View on Save is determined by the View Cube. Default orientation is:
