Enterprise Add-On locks job processor (VAO.QueuedJobLock)

VAO occasionally gives errors about an existing job in the job que. The issue is, the files are not related at all. In this example (attached .jpg), these are in separate projects and have no relationship. This error stops the intended file from transitioning and the user must wait until a Vault Admin removes the error from the que.

This is the article that matched the most, and it just recommends "Clear all jobs for the file in question from the Job Queue" and try again:

Also, have you checked if the Job Processor has permission to modify that dwg? Maybe it is holding up the queue and the tip above can remove it out of the way.

While you can manually remove the job from the que, and the job processor does have the required permissions, the issue really is why the unrelated file was added to the que at all. This appears to be a bug in the job processor.
